Well, you aren't suppossed to 'wave' it, and that noise means is recognizes it as an NFC thing, but not an amiibo. Unless the little tag shows up at the top of the screen saying that you've already used it. Idk what to tell you. Why 24 OR 25? Because card no.25 is the "Loftwing" amiibo and that thing doesn't even register as a Zelda-themed amiibo in BotW.
