Playing as a Fanatic Purifier you have that luck AND the Fanatic Purifier penalties. FP, DE, DS - they all give massive combat bonuses. Inward Prefection does nothign of the sort. Indeed it locks out that you can declare wars at all. You can not even trick a enemy into war declaration via Rivalry or Insults.
