I ran into this and the only reasoning I found was that I was using a blueprint for a gun that I didn’t have the base gun unlocked. I still get this bug even with the gun unlocked. On PS5 using the Victus XMR. Unlocked and maxed but wanted to use the Folivora blueprint to try the Raptor-FVM40 scope that comes with it.

If you get killed with your Insured Weapon, you can't access it again for 2 hours.. Correct, when in cooldown mode you can't add the insured weapon to the loadout in the first place. It's completely random when it occurs. Just now I started a game with insured weapon in my loadout and spawned with the insured weapon equipped.
