As long as the fuel system stays primed, the tractor will start but I cannot hear the pump engage when turning the ignition key to the 1st position.If the fuse is OK, check that you have 12 volts to the pump with the key on. I have seen some of these pumps go bad and the engine would still run OK until you try to change the filter, then you can't get it bled out.
