Salvador needs to be excluded because just about any build will take down a raid boss. Now if you want a challenge, use Maya. With Salvador the only real strategy is to maximize money shot, fire rate, and use a moxxie weapon to keep your health up. A basic Rubi and Harold will do the trick. You can use any adaptive shield, it doesn't matter.Krieg+Maya is a quality combo imo. Take 3 out of flicker, 1 out of immolate. Put them into wreck and/or inertia, which are two of maya's best skills. Looks pretty good, but def max out inertia and sweet release! Those two jn combo are some of the best healing skills in the game, plus the reload speed boost is amazing as well.Maya's only one of those skills is Fleet, which really isn't useful enough to completely give up the shield over. My recommendation for your build is when you get to level 50 and get your hands on your legendary class mod you put at least 1 point in 5 skills it builds so you have 6/5 in a least 5 of your 1rst level skills out of the six available. Here are the best weapons for this Gaige build. The Norfleet. Logan's Gun. Grog Nozzle. Basically, the Norfleet is a crazy rocket launcher with a massive AOE. Because of this, the accuracy loss you suffer from high stacks of Anarchy doesn't really matter because of how large the AOE is.
Maya is best with 2 of her capstones imo but she def has broken abilities before then. Both are good with any weapon but I'd say Axton has more "make any gun work" potential. Axton likes grenades a lot. I don't think either character is better than the other. I prefer Maya's playstyle but I think Axton is more versatile, in a sense.
