Yes, Dragoon is definitely worth it for PvE, and I think it will be that way for a while. The set bonus it provides on top of the amount of damage it gives is unmatched right now. The swedish chef set has gear with higher damage than dragoon for most schools. If you can get that it would be worth it.

Devs have stated they will be moving gear across bosses found throughout their respective world, and Merciless gear drop rates will be buffed back to before the spring update was dropped. If you need Merciless athame or amulet, I would highly recommend you farm Hall of Heroes before they move those pieces to Power Draconian in Heap.
