Originally the Dark Brotherhood stone and the Thalmor Embassy stone were the ones that you had one chance to get. They have since been moved to different locations so that you can get them. You still have to kill/join the dark brotherhood to get theirs but you can go into the cave before doing the Thalmor Embassy quest.

As frustrating as it is, i do recomend going to some of those cleared locations (or look at a video guide to see exactly where some stones are, and if you remember picking them up). Also, the stone in the thalmor embassy is a pain to get if you miss it the first time, but you can go back into the cave, its just not a location on the map. Ah, yes, the curse of wealth. The struggle is real, my friend. Are you sure this is the one you are missing, as annoying as it is, you might want to recheck the other locations. I am searching for my last stone of the 24. It is not in the Thalmor Embassy, and has not been moved to Reeking Cave. I'm on Xbox one.
