For one thing, you only need to pick up all the confirmed kills when you're first building your stacks. Once you have full stacks, you only need to refresh. For another, the best Memento builds will use the kill confirmed buff in combat, because you'll get more awesome stuff like weapon damage and bonus armor whatnot.

Division 2 is similar to many shooters, where you can punch enemies even though the main weapon you use is usually meant for firing. If someone is getting too close to you, don’t hesitate to use your fists. Also, that’s a great opportunity to practice your melee attacks. Matchmaking is a good thing.
