The one under the skyforge is Eorlund Gray-Mane's shop chest and there is another one by Iron-Breaker Mine that belongs to Ahkari of the Khajiit Caravan's. The reason I think it is not working is that you are not leaving the cell so theoretically you can leave and go back and it will reupdate if that doesn’t work then try getting the item elsewhere. The merchant chests of Ri'saad and Ma'dran can be found like Ahkari's. Ri'saad's chest is in outside of Solitude and Ma'dran's Chest is outside of Markarth. Ma'dran's chest can be found by Fast traveling to the Markarth stables, and then heading east. Go past the mine and the farm and continue heading east.Dawnstar khajiit caravan not showing up. EVER.
