Sierra lists the 65 and 63 grain bullets together in the same table sharing the same data. Hodgdon's website has a load for .223 for the Sierra 63 grain SP. I'd use the Hodgdon data starting low and working up.

I seat mine to 2.250 OAL for optimum magazine feeding over 26.5 grains of CFE you won't get any more in the case without compressing it.
