Ground pin #6 of the self-test plug and turn on the key. The gauge should read 40psi. FF- I think what they're refering to is the fuel cut-off switch. That doesn't control fuel pressure except to either stop the pressure or start it. It simply cut's the fuel pump off in the case of an accident. Also, cranks and turns over are the same thing. It's not possible for it to turn over but not crank.
