I'm not so sure. Siding with Adam smasher would go against the first 3 of his 4 prime directives. Adam smasher's whole deal is he doesn't consider a mission a success if there's not a shocking amount of collateral damage, and casualties. It's literally built into his contract with Arasaka now.

With Sandevestan he is a beast, though he never used it against V. Stat-wise from his appearance in the TTRPG are beast like, but not perfect like Frank.
