As the player only gains 4441 engram points (or 11000+ in single player) in 155 levels ( v 304.1 ) , you cannot unlock all engrams by yourself in multiplayer at the same time.

If you edit DefaultGame.ini file, it will works for levels, but does not work for engram. With all in Game.ini, in the saved directory, everything is working fine.
