Turn the dash switch off. Turn the key off. Manually open the door fully and then close the door fully and make sure the rear latch powers up and pulls the door closed. Then turn on the key and turn on the dash switch and see if the door will work. Just tried this procedure, with no change.

Open the hatch, get into the car and put the car in accessories mode or start the engine. You should see "tailgate open" message if the close switch is working.

After that open/close cycle, the power button would not respond for a while.I found that the fuse is in the rear of the car, near the third row power outlet. Pulling out the 40A tailgate motor fuse effectively disables the power tailgate functionality; I just moved it to an unused slot in the fuse box. Although I do get a light on the dash saying "tailgate", this does solve the problem.
