If the applicant was already interviewed, then the processing times are meaningless as applied to this case. If the I-485 was not approved yet, then the USCIS is doing further investigation or has required further evidence before making its decision. If it transferred to NBC that is good news. NBC does not usually adjudicate 485 so they will forward case to FO for final decision to waive interview. Sometimes to load balance case can be sent to some random field office. My friend had case at NBC got medical RFE from a TX field office when he lives in Chicago.
