Kratos is strong, but this isn’t a fight he can win. Even the weakest of the 616 hulk’s would potentially kill him. Joe Fix it is the weakest incarnation and he destroyed a planet killer asteroid, something I question if Kratos could do. Though Joe is also the one Kratos has the best chance against.
On the surface Surtur is just like any other God of War boss. Kratos can no-sell volcanic eruptions and Titan punches, and has executed more powerful beings that Surtur with relative ease. MCU Hulk was able to fuck with Surtur, and Kratos is stronger, smarter, and at least as durable.
