I was just curious so I weighed 110 gr by volume on my reloading scale and came up with 87.26 grs. If I do the math, at 87.26 grs gives me 124.6 grs by volume. I use a brass sliding measurer.

The reason the techs velocities are off is because 140 grains of Blackhorn 209 is closer to 105 grain by weight not 98 grains . 5 grains by weight will normally increase your velocity by about 50 FPS . Additional 50fps will get you closer to the advertised velocities. Western powder states Blackhorn 209 should be measured by volume .
Pretty simple really: Get 3 lots of BH 209 that differ noticeably in volume to weight per lot. Fire 3 shots from each bottle at 100 grV and compare the velocities. If they are essentially the same, you can stop there. Volume rules. If the velocities are different, then you take 70 gr by weight of each powder and shoot 3 times with each.
