It has to be somewhat substantial .... its very rare .. Actually, this is about the 5th miscut note presented here on CT in the past year so it's not as rare as you're thinking. Take a look at a "regular" $1, and look at the registration of the front printing versus the back. Then you can decide for yourself if the printing isn't aligned or if it is cut wrong. It's fun to have until you find a better one, typically you want these to be cut through the printing to have any value. Call this "bad quality control".
