Rural mail count 2023.
The 3/31/22 MOU states that the 1st one will September 10-23. It's been the same info for almost 3 months so nothing I've said is new. The MOU also states there will be an April 2023 Survey. At my state's convention it was mentioned that the Union would like a 3rd count after that April one but before the next September 2023 Survey.

At least with the old count, manipulation and all, you could count your parcels on Monday and if your count differed from theirs you could dispute it. You could say, "come over and count these with me and show me how I have the number you just said." Now that is all gone and we are at the complete mercy of whatever they say.

The only thing close to it might be #2 which says "case or dispose of undeliverable ordinary mail (Ref. PO603, Sec 4.21). So I checked the PO603 and section 421.3 says "case or dispose of all mail which you were unable to deliver on the route in accordance with handling procedures required for the class and type of mail".
